Realize Rowlett Phase II enters second part of process

The city’s comprehensive planning process, known as Realize Rowlett 2020, has been in its second phase for several months. The city has completed its first round of meeting with property owners, held its first set of public input meetings and gathered input from the city council and Planning and Zoning Commission.


Now the city is about to enter the second round of meetings to discuss the finding from the first round of meetings and to tweak the plan.

“I am reworking the format for the public input meetings. We will still do it on Saturday, June 23, however I am shooting for it to be three and a half hours in length. I am hoping that will get people to stay and participate,” said Erin Jones, planning director.

The first set of meetings lasted longer because of the amount of information that had t be conveyed. The second set of meetings is about discussing the results so Jones believes it can be condensed down.

Jones said the city is starting to see some pushback from property owners in the gateway area wanting to take advantage of some immediate development opportunism and not wait for the cities vision.

“It is very important that we justify what we are proposing and why we are proposing [it],” Jones said.

She said that the reported generated by consultants will help the city and Planning and Zoning Commission to have justification about what it is planning for the area.

Jones said that when the city meets with property owners for the second time it will be able to explain to them what needs and desires they were able to accommodate and which ones they could not accommodate and why.

“We will be giving them the big picture as to why the things on the concept plan will work,” Jones said.

She added that the city is hoping to have a final draft of the concept plan done by the first week of June to be able to share with the property owners.

“Between June and July we will be incorporating any changes that we heard from the property owners and the public,” Jones said.

The city staff is scheduled to present the final draft to the city council on July 12. After the July 12 meeting with council the plan will go to the blue ribbon committee.

“We needed to get these codes to a final enough stage that the develop community would actually be looking at what we were contemplating adopting,” Jones said.

The city has also decided to add a third joint city council and Planning and Zoning Commission meeting to make sure all parties are on the same page.

The next public meetings are scheduled from 9 a.m. to 3:30 p.m. on Saturday, June 23 and from 6 p.m. to 9 p.m. on Monday, June 25 at the Rowlett Community Centre.
