Council OKs welcome changes in sign ordinance

Published: Friday, November 16, 2012 6:47 PM CST
The Coppell City Council, at the recommendation of the Coppell Chamber of Commerce and a Sign Ordinance Task Force Committee, on Nov. 13 approved changes in the sign ordinance, much to the pleasure of many local business people.

The council voted unanimously to allow businesses to use 100 percent of their allowed signage area to place a business logo in full color. In the past, the logo area had been limited to 20 percent.

Also, the council approved a recommendation that business logos be allowed on drive-through signs and on entry signs to businesses.

Gary Sieb, planning director, said, for example, an “enter” sign into a McDonald’s may now have the McDonald’s logo (golden arches) on the entry sign.

The council also approved a change in the sign ordinance to allow monument signs to be backlit. That would include signs in front of shopping centers listing the businesses in them, or even a monument sign near a street for an individual business.

Tony Moline, president and CEO of the Coppell Chamber of Commerce, had led a drive for changes in the sign ordinance. He appeared before the council Tuesday night and thanked them for approving the changes.

The chamber sent a letter to the council in April 2011.  This letter explained that during several of the chamber's Annual Biz Walks, a recurring concern from business owners was about the city’s sign ordinance.

“The sign ordinance was seen as being very restrictive and was also seen as a hurdle for businesses to realize their full potential,” Moline said.

Cliff Long, chamber chairman-elect, said the changes in the sign ordinance approved by the city council are a “biggie” for the chamber, because the chamber had been pushing for the changes..

“We will be able to market this,” Long said. “This also shows that the chamber has done something really great for the businesses in the community.”

The council chose to put together a Sign Ordinance Task Force Committee to review the sign ordinance and Moline represented the chamber during this time.

After several months of meetings, the task force had a consensus to present to the planning and zoning commission.

“The P&Z made some recommendations of its own to the task force’s recommendations and these recommendations went before city council,” Moline said.

However, the council considered and then denied a request to allow feather signs (signs which are flexible and may blow in the wind).

In addition to Moline, others on the Sign Ordinance Task Force Committee were Aaron Duncan of P&Z; Alen Hinckley, retail developer; Bill Rohloff and Mindi Hurley of the Economic Development Commission; Jeff Thornton, industrial developer; Gary Sieb, city planner; and Michael Arellano, city building inspector.
