Flower Mound says goodbye to CFO, library services director

Chuck Springer has helped guide Flower Mound's finances through some uncertain times, and now he's preparing to take his expertise to another city.
Springer, who has served as Flower Mound's chief financial officer since 2006 and was also named assistant town manager in 2008, has accepted a job as director of finance for the city of Denton.
He and Sue Compton, the town's director of library services, were recognized at Monday's town council meeting. Compton is retiring after spending nearly 13 years in Flower Mound.
"I will have the opportunity to get back to more of a finance role," Springer said. "Denton is a larger city, it has a utility district, its own landfill and an airport. So I saw this as an opportunity to have more challenges in a larger community."
Springer is no stranger to Denton as he attended graduate school at the University of North Texas. He worked in Flower Mound from 1983 to 1987 before landing in Arlington, where he was cash and debt manager, treasury manager and interim chief financial officer from 1988 to 2006.
Looking back at his time in Flower Mound, Springer said he is happy to have been a part of several efforts to keep the town sound financially.
"I'm really pleased that in 2007 we passed the dedicated sales tax for streets, parks, fire and police," Springer said. "With that, we opened two new fire stations and several parks, provided street maintenance and added another police beat."
Springer said he is also pleased to have guided changes in the town retirement program, specifically with pension and retiree healthcare.
"That helped reduce our longterm liability," Springer said.
Mayor Tom Hayden said Springer was key in overseeing the town's finances during the economic downturn in 2008.
"Chuck has done some great things for our town," Hayden said. "I'm sorry to see him go, but it's Denton's gain."
There is no word yet as to who will replace Springer or when the process will begin to find his replacement. His last official day with Flower Mound will be Feb. 8.
Compton, too, reflected on her career highlights with the town, which includes seeing the growth of the Flower Mound Public Library.
"I started to work six months after we opened the building," Compton said. "The library had gone from 4,000 square feet to our current size, which is about 25,000 square feet. So one of the biggest things I will remember is helping adjust from a small-sized library to a large size."
In her 13 years, Compton also saw the library expand with increased staff, longer hours and the types of material the library offers.
"We switched to VHS and then to DVDs," Compton said. "Now we have e-books and MP3s. There is a lot of constant change that goes on in the library."
Compton said she is used to change, given that she had worked in this field for 31 years.
"You learn that things change in the library," Compton said. "We offer the same things, but we have different techniques and technologies."
Compton also oversaw the library master plan update process, which includes plans for an updated library. While discussion included the possibility of a new facility or a second library, Compton said the consultant's recommendation is to expand the current facility.
"The public loves it where it is," Compton said. "Now we just have to figure out how to do that."
Compton said there has been no timeframe set for the library's expansion since funding sources must first be examined.
