CAB: city managers office to take over where board left off

Just in time for spring cleaning, The Colony City Council voted to dissolve the cultural arts board and roll its responsibilities over to the city manager's office.


The purpose of the cultural arts board was to serve in an advisory capacity to the City Council on matters pertaining to the arts. The board had seven council-appointed members that served two-year terms. Board members were also tasked with giving and receiving arts grants for the city, a practice that will now be taken over by the city manager's office.

Mayor Joe McCourry said the dissolution made sense from an efficiency standpoint.

"We have several points in doing events throughout the city, and they all kind of go hand in hand," he said. "It made more sense for us to move all of that into the city manager's office so we don't have duplication of efforts. That way if the stage is needed, or someone from personnel is needed to assist on something, [City Manager] Troy [Powell] can issue the work orders and make it happen right there without going through all of the red tape."

Powell said he felt the problem with the board was that it started to become "very bureaucratic."

"It crossed a lot of lines with CDC and our own internal parks department and I think the council realized that they can get a lot of the tasks done in other ways," he said. "We can be a lot more effective and do a lot of these events in other ways that allow for more flexibility."

All of the currently planned CAB projects will still take place, Powell said, adding that Director of Intergovernmental Relations Brant Shallenburger, parks and recreation department representatives, public works representatives, and volunteers from the now-dissolved CAB will be assisting.

Powell said he will be forming a city manager's advisory group at some point to help with community beautification and events.
